The public inquiry took place June 15, 2022 to July 22, 2022
MRAE report (Regional Environmental Authority Mission)
With more than 2000 opinions submitted, the population has widely expressed doubts and questions about this valley lift.
On August 20, 2022, at the end of this public inquiry, a favorable opinion with reservations was issued by the investigating commissioner. The reservations relate to:
- On the consideration of natural risks and on the need to produce elements of study and investigation to verify that the PPRN regulations for red zones are well respected.
- On the application of the best available techniques making it possible to attenuate the nuisances for the buildings located less than 20 m from the construction, including by possible modifications of the profile of the line or by provisions for the use of the device ( group departures at an agreed frequency).
- On the establishment of a notice for wide distribution, produced by an independent specialist showing a comparison (investment, operation and response to the need) between the TMB and the lift
On August 31, 2022, an extraordinary municipal council was organized to validate the compatibility of the PLU as part of the valley lift project.
The association Agir Eco Raisonnable has filed a legal appeal against this deliberation, and contesting the usefulness of this project.
On November 17, 2022, a building permit was obtained by the STBMA in charge of the construction of the device
The Agir Eco Raisonnable and France Nature Environnement associations have lodged an appeal against this building permit and the clearing authorization respectively.
All of these legal actions are still pending.
On January 11, 2023, during the city council, we learn that the total cost of the project has increased sharply, from 30 to 45 million euros.
This provides, in addition to the construction of the valley lift, the complete replacement of the existing gondola between Saint-Gervais and Le Bettex.
For the realization to be financially possible, the valley lift has been simplified with a reduction in the number of pylon, cabin, and a garage at the same level as the station and no longer buried. A request for a grant of an additional 11 million euros has also been requested from the Haute Savoie departmental council.
It appears that the participation of the municipality of Saint Gervais in the project is 11,195,000 euros. It is not known whether this sum is directly borne by the municipality or the operating company.
